WRITTEN DRIVER'S TESTS

So a friend and I were chatting and we wondered, when were the first written driver's tests given? Was there ever a time a person could get a driver's license just by doing the driving test, and for that matter, when were driver's licenses first issued? Just wondering if anyone knows. You're a smart bunch. Discuss.....

What I want to know is has it ever been legislated anywhere to require that the test be made available in Braille?
