I think the "Jester" he refers to is Bob Dylan, who took over the mantle (the allegorical "jacket") from James Dean as the icon of disaffected, rebellious youth.

There are many references to events and people of the time... the Hells Angels beating a guy to death during a Stones concert,... Janis Joplin (the girl who sang the blues), etc. It's a fascinatingly well written song.
